The CPQMS: RTO Quality Framework & The Quality Approach

In late 2007 ChalkPort released, free to the public, a document titled the RTO Quality Framework (document later re-released under the title CPQMS: Quality Approach). The RTO Quality Framework was the result of collaboration by ChalkPort with RTOs who wanted a systematic approach to quality, which suited the unique business process of a training organisation.

A Quality Framework is a structure devoid of completed materials. To become a full Quality Management System that framework needs to be applied to a complete set of process and tools, with a philosophy and methodology for implementation and practice.

It was ChalkPort's goal to show existing RTOs how the RTO Quality Framework could assist their business to embed systematic approach and continuous improvement into their organisation by applying the framework's principles and using their existing processes and tools to create a full Quality Management System.

To assist RTOs with this process, ChalkPort released the CPQMS: Quality Approach document. This document outlined the underpinning concepts of the RTO Quality Framework and how an education institution could re-align their existing RTO process to create a systematic approach to management of operations and continuous improvement, which also fell in line with the requirements of RTO regulators.

The approach document has been downloaded over 4000 times and has been adopted by RTOs large and small, universities and some secondary schools.

ChalkPort has released two new updated CPQMS: Quality Approach documents, again free to the public - one aimed specifically at the requirements of the ASQA Vet Quality Framework, and one aimed at the AQTF 2010 requirements (these can be downloaded by clicking one of the above links). While targeting these standards, the principles in the documents apply to all education institutions and can easily be adapted to other regulatory requirements.

The CPQMS: Quality Approach adopts a holistic approach to the management of operations by focusing on the unique business process of an education body and uses the ADRI cycle as a methodology for continuous improvement. Any education group is welcome to use the Quality Approach document to improve its internal processes.

The CPQMS: Suite of RTO Materials

Not everyone has time to write process documents and tools, nor re-align their existing ones to formulate a full Quality Management System (QMS). RTOs faced with the option of being bogged down in paperwork often look for the simpler solution of purchasing pre-written processes and tools. Unfortunately, the market is saturated with cheap, poor quality products that are little more than a procedures-manual on CD, ironically claiming to be a QMS.

Worse, software providers are pitching their tools as a Quality Management 'System'.

‘System’ is not about software - though software can certainly support it and make it more efficient and effective.

Process and tools are only one quarter of what defines the Quality Approach of a QMS, as a QMS is made up of four parts:

In short, a procedures-manual is something that can sit in a drawer and never be used. Ask yourself, does your organisation have a process manual that says what you should do? And then, what is it that really happens in practice?

A QMS is a whole of organisation approach that is scalable and flexible to the size and scope of the organisation, as well as responsive to sudden growth or staff loss. If you were to double your staff tomorrow, or downsize and lose most of your people, or even if your scope of registration dramatically altered - you should not need to rewrite your ‘System’.

A systematic approach is also more than a 'Compliant/Not Yet Compliant' checklist - it has a methodology for tracking how you are progressing as an organisation with compliance set as one benchmark. Beyond compliance, the endgame should be quality and excellence achieved through continuous improvement across the management of all RTO operations.

The CPQMS: Suite of RTO Materials is the most popular QMS is the Australian VET space, and with good reason.
